I created a Waterfall Spline Mesh system that spawns Splash Mist Particles when it makes contact with surfaces along its forward direction. This is part of my work on Captilight's, Path of Kami (more info can be found here: https://www.captilight.com/pathofkami).
I created the Waterfall Material to change based on the angle of the spline mesh so that the material would look different at the flat portions from the portions over the edge. The textures for the water were created in Photoshop and the Particles were rendered out to a Flipbook Texture in Houdini for SubUV use in Unreal. Using multiple line traces across the points of the Spline Mesh, the system spawns particles across the surface of the mesh on collision.
